Tables are open for free play, no cost. You can definitely play D&D, as well as any card or board game you would like. There's going to be a private RPG room available to rent soon. It'll be $40/4 hours and that will have to be reserved.
No reservation or payment required but calling ahead isn't a bad idea
If I recall correctly you can call to try and reserve a table but most times you can just go and play. Me and my friends go every Sunday and play DND so yes you can play there as well.
