You can ask about their SNIP program. It is based on income. I've had one cat done through their program. They also will tell you about the Animal League for spay and neuter. I did that last year for two stray cats I took in, i entered a new tax bracket so I didn't qualify for SNIP.
SPCA is an animal shelter, not a veterinarian office. Call North Country Animal Health Clinic (under $200) or if you qualify for low cost, Spayneuternow.org ($70)
There is a snip program but its income based so lower income family's can do that
They dont do spaying there of animals that arnt in the shelter. You would have to take the animal to a vet.
