No fee for walking around, but a $4 fee for the carousel (not worth it as it lasts for about two minutes) and a $6.50 fee for a tractor pulled wagon ride ( 1/2 hr., worth it for kids).
No there is not. There is a carousel there that you have to buy tickets for if you want to go on that but otherwise it's totally free and it's a great place to visit especially if you have kids or if you're an animal lover
