Yes and no. Yes, it's open to non-military personnel but with severe limits. If you go there as a civilian or without an official invitation/military ID, prepare to be disappointed. All roads and gates are locked/restricted and the individuals manning the checkpoints are not helpful. Don't use GPS directions either; they won't warn you about restricted roads and you'll get into trouble. Following the "oh you can walk to the cemetery from the visitor's center" is not 100% accurate since the roads to the visitor center is, and you guessed it, restricted. I was told that civilian visitors have a better chance during holidays or public events like games when access is more relaxed.
The cemetery itself has no hours, but it is within the naval academy (a military installation) and entrance through the gate is restricted.
