I believe it cost us 2.00 for the night. No golden passport needed. It's a small RV area in desert, with restrooms. There's a walking path around the area to see n enjoy all multi written words. It's amazing, I've never seen so much in one area. It's quite with nature n beauty all around you.

We were there 2 weeks ago and there is no charge. I don't know about the campground.

It certainly should be since it's a BLM site. There is no office as far as I remember and I have never seen a ranger there ask anyone for proof of access payment. In fact I think I have only seen a parks officer there once. Its pretty remote.
