Best go to the right state agency and ask that question not on open Internet. Theees a lawyer referral service in Phoenix. For a few bucks you get 30 minutes consultation with an attorney to ask legal questions. You specify you want an attorney who specializes in adoptions. Bingo!!

The Secretary of State doesn't not handle adoption.

In Arizona 18 year old is considered an adult. Also the secretary of state doesn't handle adoption. I believe that will be children service.
