Why do they even have an option to speak with a representative if there is no one there to help. As others have said in their reviews you either get disconnected after two minutes or the automated system says "sorry there is no one available to take your call. Good bye. " What a joke! It's a good thing they are funded by tax dollars. If they weren't they be out of business long ago!

I want to thank the staff at Arizona Department Of Insurance for responding to my calls and your amazing service. I moved here from California. I started the process of changing my resident license weeks befor I moved here. It still took California a month six weeks total to process my paper work. I wish there was an option for 0 stars.. how is it that a consumer can call for a day straight consecutively phone call after phone calls and nobody is able to answer the phone and the phone line automatically hangs up after you have been waiting for about two minutes?….. there isn’t even a way to leave a voicemail the phone literally just disconnects after two minutes. This is ridiculous! Hire more people to answer the phones or have a way to leave a message at least!!!

Although my case hasn't been resolved because the agency has no jurisdiction over it I got a response to my complaint within 3 business days with pretty clear explanation what I should do and what to expect! This agency also helped me about 10 years ago with the different insurance company!

If your referring to a claim payout, then the answer is Neither. Its More of who has more proof.
ask if you can "suspend coverages" during the months the vehicle is not being driven. You may want to carry Comprehensive only during that time - so if something happens to it while it is parked you will be covered i.e. a storm blows a tree limb on the car or hail damage... or if someone hits it or if it's stolen - the Comp would cover that. You can ask for a "total suspension of coverages" which means that you are not going to put the "comprehensive" on it - but if one of those things I mentioned above happens to vehicle you would not be covered. Just make sure to have your agent/insurance company "reactivate the coverages" before you drive it. You may have to reactivate it every 6 months and make a "one month payment" then "suspend" it again for the remaining 3 months.
I'm not an attorney but usually full glass coverage does increase your premium. As far as listing it as a claim, a claim is a claim, is a claim so I would say yes.

File a claim with your own insurance, and give them a statement. If you were rear ended by another driver or if your insurance agrees that you are not at fault, they will take your claim to arbitration. An unbiased 3rd party will review both clims with all the info on each claim and will make a decision on who is at fault and both insurance companies have to comply with the decision.
If you're referring to thge title policy, it would be the Arizona Department of Insurance. If you're concerns relate to your escrow account you may need to contact the Department of Financial Institutions. It may be better for you to call or office on Monday.
Petition the courts to it removed and make sure you have a paper trail to the dismissal and anything you have on the bail bonds going out of business. It might help
