the clerk of court in downtown Phx is directly across the street from the justice center. so you can get your license at the clerk's office, and walk across the street to the justice center to tie the knot. I would, however, call the justice center and make an appointment with a judge first.
It depends on the Courthouse you go to. Not all location perform weddings. You need an appointment with the Judge, pay the Judge to officiate at the end of their case load for the day usually around 4:30 or 5:00 p.m.. You need to be on the Judges schedule.
