No the parking garages are privately owned. Staff as well as patients and visitors alike have to pay. My suggestion for staff is the transit system they have for the hospital. For patients or visitors it's cheaper to park yourself if you know your not going to be there for more than a couple hours. For extended days it's better to get valet parking.
