No the freon has to be recovered period. It is around 10k fine if your caught releasing freon into the air. That's why they won't take appliances or HVAC things unless the freon is recovered. For a fridge I don't think you have to have a license on file. Best thing Todo is call them and ask they probably can give you a number of someone who can recover it for little to no cost.
