If you live in a part of the city that GPL provides electricity, then yes, you will pay the city for both lights and water. They are bundled on one bill along with sanitation and sewer/storm water. That 200 is the deposit. Remember, you're paying a deposit for TWO basic utilities, not just one.

I stay in garland and I was told that the only electric company to use is Garland electric power and lights so will your light be real high can someone give me a estimate price
