I used to live in an apartment complex in Irving and the water, sewer and even gas (had no gas appliances) were billed separate. Water and sewer bill was for the whole complex divided by number of apartments, not by individual usage.
You probably have a small leak. Look outside from the meter opening all the way down following it to your house. In dry weather, you should see a wet spot if its leaking bad enough.
