I've placed a request on Feb 1 for a relocation voucher and no response i have to move by the 3 of March..what can I do to get an emergency voucher when the office open on Monday?

The best thing to do is to go up there and ask to speak to a supervisor and let them know you have already spoken with your caseworker you have already put in your relocation so that you may be approved
