No you can't go into the enclosures, but why would anyone want to disrupt the animals lives more than they've already been? Besides, you can see them really well and many came up to the fence... it was a great experience!!
The tours are just like at a zoo. The animals remain in their proper places, for your safety. However, if you want an intimate encounter, you can buy that. They will bring one of their 'Ambassador Wolves' out for you to meet and even touch. It was about $125 a couple of years ago when I did that.
