I know that it is based upon income level. Many may qualified for special circumstances assistance. You have to go there and go through the process in order to find out what the exact guidelines are. They don't have them written down for you to take home with you. Just make sure that you get there very early in the morning so that you can get in line or call ahead and make an appointment.
Most places it is like 200% of the poverty level... For a single person that is roughly 1800 or less per month

Probably limited to social security amounts, but if you have many kids they count that as well. You'd have to go and see.
