There is a dog on a chain in Crowell Texas that has no shelter and is not being cared for. She had puppies in the summer. Animal control has been notified with no response. Can you do anything or offer suggestions?

I would call City Animal Control in Crowley if they can't do anything call The Humane Society see if they can help

Continue to let animal control or your local law enforcement know of her situation. Unfortunately, we are invited in by law officials, we can not seize an animal without an invitation by officials. I'm sure this pains you to witness- be diligent and continue reaching out!

I do believe that if you call or go to the Human Society and tell them what you have witnessed or seen they will do something.
