No. You cannot. Contact Phoenix Parks & Recreation Dept. to schedule use of appropriate area; and "good luck." Last time I used it, their website is God-awful, clunky mess. 👎
Yes my friend had her wedding there and we didn't need permission but things might have changed from 1/2 year ago
