The rangers dont allow you to go down and the gate is closed. However you can definitely jump the gate. Oh yes, sometimes its very windy
The gates are closed when the light house is closed. Remember it's 200 steps to the light house.
There's a single stairway that goes down to the lighthouse which is gated and shuts at 4:30PM. That's the farthest you could go without any restrictions. But the way from the shuttle drop off to the stairway is scenic too, check the last shuttle time, i think the last one back is 5 PM
You should be able to. If anything is off limits, they will have it completely blocked off. But they rarely block off the entire area. Even when the road was being repaired, they just had you park farther up and ran the shuttle further.
