I sent a registered post from India to Dallas, USA. The mail has reached Chicago on 21/1/2018 according to India Post. when can I expect it to be delivered to Dallas, Texas address?

It'll be routed to destination after clearing customs and any other regulations. I would advise you to call the customer service.

The best thing to do would be to call the Post Office and give them the routing number and they would be able to help you a little bit better.
