Take shredded paper to the Kansas Humane Society on North Hillside. They use it for bedding. Best if the paper is bagged and the top is sealed or tied off.
Some places aren't able to process shredded paper. I think it made bunch up and clog certain machines..? I can't remember if this place does it not. My mom and I have used shredded paper as mulch for gardens and flower beds and as compost material (maybe not the most kosher material, but it functions. Less ink/color works better). Just cover with a layer of soil, straw, or 'real' mulch to dress up the looks of it.
