i want to bring my cub scouts there not to camp but to practice setting up. do i need to reserve a spot? and how much? can they build a fire or are there grills? and last question are there water near by to get to clean up after making a meal?

I'm sure if you talk parks and recreation they would let you have a place to practice setting up I haven't seen any camping areas around Binder there are restrooms around the ball fields and there is some kind of club house down by the lake .

There is plenty of space to built tents on the back side of the park. There are also grills to built fires, but I would call parks and rec to see if the have fire rings. And last but not least there are restrooms there too to wash up. But in doubt call the parks and rec.

Talk to the City Parks Department. I am sure they will work with you.
