Horsetooth doesn't freeze over so, no
Not sure if it is allowed Horsetooth Reservoir but the ice is probably never thick enough. Too deep and not consistently cold enough. Also, Horsetooth is managed by Larimer County, not Lory State Park.
Honestly, I have ever really seen anyone ice fish at Horsetooth Reservior (at South Bay) in the 35 years I have lived there. The ice never really gets thick enough, although it does ice up for a couple of weeks each winter. I wouldn't recommend it.
