Is this where I can complain?

I don't shop at Joann Fabrics since I'm don't really do crafts but was excited to see they had a particular "rock" spray paint I had been searching for. I thought quick trip in grab the paint, only to after I finally found the spray paint it was locked up with a note to ask for assistance, that's fine if you could find anyone to help you. I had to go up to the registers and stand in line just to ask for help, so they paged, I went and waited and no one ever showed. I walked back up front to an even longer line so I went to the fabric counter where 2 associates were and asked if they could get someone to help me, which the one girl had to go get the keys to help me. I was really appreciative but told her how this was so ridiculous for 1 can of spray paint. I understand why it's locked up, but then they need to have people available to help you or maybe even a bell to ring. I may need more paint but I won't go to be honest I wont go there. Too much for 1 can of paint
