You won't want to take your horse to the waterfall itself. But I have met a gentleman that rides his horse across the hillside there.
No, but people often take them up the switchbacks up to the Bonneville Shoreline Trail across the river and bridge South.
The trail gets quite rocky and tight in several spots so you wouldn't be able to get the horses all the way up to the falls.
