Yes it is, just need to guide them always and help them out with caution.
I hike when my kids 10, 8, 5, 2. I wouldn't do this with my younger two.
My 3 year old did it, but I was pretty nervous a couple of times, and she's tough.

Depends on how old, definitely possible for an adventurous youngster... a few areas where help might be needed.
