Who oversees the businesses on the boardwalk?

Not sure what is meant by "oversees" but you may want to start with the Ocean City Chamber of Commerce.

Usually municipalities like OC NJ have a chamber of commerce and that would be a good place to start for the information your looking for.

I tried the Chamber of Commerce already. They were not helpful. I bought something at one of the shops and there is a problem and i cannot reach them by the phone number given.
