Yes, still a lot of fun attractions through late September.
We were there for a day trip on 9/10 and left around 9:30 or so and most things were still open in the area around Castaway Cove. I think it greatly depends on how late the amusement parks stay open.

More and more stores are open throughout the off-season on the OC Boardwalk 😀

Boardwalk is free to walk 24 hours I beleve, but the stores hours vary

Boardwalk never closes. Many stores however close earlier after labor day and some don't open at all except weekends.
