All are correct. From the airport, Uber is reasonable and fairly fast, depending on traffic. The Inner Harbor is about 15 minutes from the cruise terminal, located downtown. Terminal is at South Locust Point, with easy directions from the interstate. My first choice would be to book air through the cruise line, and let them transport you, or at least make arrangements.

The cruise terminal and the "harbor" are two very different places!
It is right off of 95. You can't miss it. It has its own exit.
