Can they help animals that are unhealthy and being ignorantly neglected by a hoarder? That's all I need. If they don't who can I contact to help these poor animals from a hoarding nutcase? They will all die in her "care".

Care STL works with animal control and takes care of the animals brought in. They work directly with the city. You have to call animal control to start the casework.
