If you keep calling they will answer.
If you have a general question for hospital staff I'd call back. Some of the doctors working there have privileges, but are not Penn Med employees - Penn Medicine does not manage their communication and for those you have to rely on their own staff. In general though, if you leave a message and don't hear back in a day, I'd call again.
