Library is open for public use during normal hours of operations. The 24 hour are is only open to students and one card holders. Hours can be found on the library's website
The library is not open to the public but I know people who come there anyway but bring their electronics. You won't be able to log into the computers provided if you are not a student. If you plan on coming here, the parking is a little confusing. You would have to get familiar with the campus
I don't think it's a public library because I have to use my Towson username and password to login in and use any electronic device. I would suggest calling the front desk and they will give you a better answer. :)
