The beach is, but parking is locals up to a certain hour... I want to say 6pm?

If it’s resident permit parking 10am-6pm, does that mean ppl without permits can park outside those hours? Since the beach according to previous answers is public?
How do you get a town parking permit?
So if I don’t have a permit to park here where do I park ? Are there private parking lots so I can leave the car and pay per hour or so?
Is this beach dogs allowed ?
