Great question! I have fostered kittens and usually am able to adopt at 8 weeks.
It depends on the situation of the animal. If it's a friendly animal, wait for the person, too see if the owner comes and claims the animal. If not, put it up for adoption. Let another family raise the animal.
I think it's a case by case bases as they do testing to find out what kind of a temper the animal has to see what family unit it would thrive in I.E kid/other pet friendly.
