It can be 20 or 100 degrees as long as they have a 3 sided shelter there is nothing anybody can do
4 hours is the legal limit that a dog can be tied up outside. They must have access to shade and water. If it's within the city limits of Bluefield you call animal control. If not call the animal shelter.
