I'm not a professional - nor do I represent Chevrolet in any manner. But, I'd say it's because the issue is widespread on older models, and deemed to be wear.. and during quality examination nor its first few years on the road showed any fault therefore a recall wouldn't be deemed necessary. However, as I said I am no professional.. and I'm not employed with Chevrolet nor have I ever been.
