My neighbor is leaving their 4 year old pit bull in a bedroom in a house. They no longer live there. What can be done for the dog?

I was 8n the same situation in my neighborhood. People left their (guard) dog in the house, seems like in one room. These people don't live here. I called our animal cruelty liaison with the local PD. She came and investigated this pups story. They were letting the dog guard the house. Owner's came everyday? to walk, feed and water. The liaison couldn't do anything about it, even though she thought it was cruel to leave that dog alone all the time but legally, he had food, water and shelter and evidently, that's all that's required... To this day, he's still there...😒😒
