Yes, your appoinment is good, unless Partnership contacts you. Also, the funds for the LIHEAP program was issued before the shutdown.

I'm not sure about that, if I had the appointment, I would call and confirm. It might be that that part of the govt might not be a part of the gov't that is shut down. If you you can maybe ride over there and inquire.
