Yes i believe you needba permit for the baseball field, other than that i don't think so, for picnicking, play music, no you do not need to have one.

A permit for what? If you are asking about one of the ball fields you might need one because there are a lot of scheduled games there throughout the season by other leagues that have permits on those days.
