There are pictures on the Google maps that has a picture of the rules for park on it. But Zachary is right they are not allowed and as long as you aren't being rude the people there won't have a problem.
No, unfortunately, but people bring their scooters all the time and there's no one to enforce it so its totally fine
Just because others break the rules and you might get away with it is not a reason to do it I will report the picture and mr jones answer to google
