How do you go about reporting 7 people living in a 2 bedroom place with a 2 year old?

Dept.of Health Dept.of Child Welfare Services... Local Town Code Enforcement.....

Nothing illegal that I know of but you have 7 people including a 2 year old toddler living in a 2 bedroom place. But they have the 2 year old outside sometimes wll past midnight with the grandmother drinking and being really loud.

Are they throwing parties drinking smoking or doing anything illegal
