Do not know about Lego Land but parking is still free.
Legoland and the water park opens in the spring. And parking was free from Nov. through Dec. we will have to pay prices to range from $3 for up to 30 min to $24 for more than 8 hours.
Not sure about the lego land and sea world but parking was free this past week when I was there
