Yes, she does need some type of documentation either approval/certificate or uzbek passport.
She doesn't need a visa till she is 16. Another option, she can obtain the Return Certificate and get an Uzbekistan passport when she arrives there. She can have 2 passports till she she 16 and then will have to renounce one
