You MUST live in the jurisdiction where you are petitioning. For example, if you lived in Hoboken and are not currently a Mason, then you might consider petitioning a NJ lodge and then affiliating with the NYC lodge/Grand Lodge of NY once you are a Master Mason. Otherwise you might find it difficult to fulfill your obligations to learning in the beginning if you're unable to show up routinely.
Yes but it's important that you either work or travel often to the New York City area. Your Lodge will be based on 23rd and 6th avenue in Manhattan and you should be able to visit regularly.
