Everything mentioned here is not correct I always home they never ring the bell,the elevator is working so there no excuse not to deliver my package they are just plain lazy.
Different situations probably you not home You don't have a elevator or is not working maybe the place is not safe to go in the stairs maybe you bell don't work and mailman cant go up with the pushcart
