No sir it's against the law in Texas no matter where you fish. The shell station on Arkansas just before the park sells licence. You can get a day licence for 10 bucks

Yes, you need a license to fish any publicly accessible waters in the state with the exception of ponds on private property and bodies of water that are wholly within State Park boundaries, (i.e. Purtis Creek State Park, Meridian State Park).

FYI: You need a license if: 17 or older or under the age of 85. No license needed if: Under 17 or over the age of 85. Texas Game wardens do patrol Lake Arlington. Heavy fine if caught! Please go get your license people.
