No sir it's against the law in Texas no matter where you fish. The shell station on Arkansas just before the park sells licence. You can get a day licence for 10 bucks

FYI: You need a license if: 17 or older or under the age of 85. No license needed if: Under 17 or over the age of 85. Texas Game wardens do patrol Lake Arlington. Heavy fine if caught! Please go get your license people.
