They will give you a courtesy visa for 24 hours. I had an layover in Shanghai from Sydney, Australia going to NY. I got the Visa at the airport and was able to book a hotel and explore the city for a few hours.

I would double check first. But, recently China changed the visa rules; you are allowed to enter China for three days as a traveler without a visa. No, If you are conducting a business. They have a dedicated Passport Control window for a short term at the airport.

I was just there. You can get a day pass but you have to fill out a short form, stand in line at the specific immigration area to get fingerprinted then through an immigration officer who will put a stamp on your passport.
