Harper's Ferry in general is not very handicap friendly. However there have been a number of people who are wheelchair or scooter bound have taken the tour and have been just fine. It's what you feel you can do and they do their best to accommodate.
Check the website but I dont think so. There are stairs, curbs, and hills.
