For reasons never explained, our carrier refuses to accept outgoing letters from our six-unit apartment building. When we asked the reason, she told us we could take our letters to a collection box a block away. Why are we denied service?

If the carrier doesn't have mail for you on that particular day, he or she is not required to take your outgoing letter mail. In an apartment the carrier should take your mail if it is easy for him to take and doesn't delay him from his job.

They are required to take your mail especially if there's a outgoing mail slot on the box. If not you can place a notice on the outside of your box indicating that you have outgoing mail.
