The Estuary Center itself only has a private launch, but if you pass the Estuary Center and continue on Otter Point road for less than a mile you will arrive at Otter Point Creek Marina which does have a Free public boat launch. If you have a canoe or kayak and would like to paddle Otter Point Creek , I recommend launching at Flying Point Park; it's free and has a nice sandy beach that makes it super smooth for canoes and kayaks. Flying Point also has ample free parking as well.
There is no public launch site on the property. Look at Other Point Landing at 600 Otter Point Rd for public launch or John Smith Park on Rte 40.
They have events through the center that you can check on the website, they allow you to use theres but idk about launching your own
