They have alot of hiking/running trails with educational displays and plenty of stuff for children to play on. Their is access to the water. I have not been inside the building yet, but I know they have a gift shop. Also, a great spot for PokemonGo players. I am sad I didn't know about this place earlier.

Yes, you can fish there. Plenty of catfish.
The Estuary Center itself only has a private launch, but if you pass the Estuary Center and continue on Otter Point road for less than a mile you will arrive at Otter Point Creek Marina which does have a Free public boat launch. If you have a canoe or kayak and would like to paddle Otter Point Creek , I recommend launching at Flying Point Park; it's free and has a nice sandy beach that makes it super smooth for canoes and kayaks. Flying Point also has ample free parking as well.
